Allow users to create and edit templates without admin permissions

https://support.atlassian.com/confluence-cloud/docs/create-a-template/ notes that you need to have "space admin" permissions to edit templates. In practice, this means most users end up creating regular pages and copying them as needed for templating functionality.

It would be great if this was a separate permission, even better if it could be granted to all users. In contrast, an app like Dropbox Paper allows you to turn any document into a template, even if it's only for your own use.
