If the users have read permissions they'll be able to clone the repository, that's the minimum level of access that can be granted, so no other permissions will allow you to restrict more than that. You can learn more about the permissions at Grant repository access to users and groups.
The only restrictions that come to mind at the moment are listed here Bitbucket improves security. Keep in mind that the users wil;l still be able t oclone even with the above restrictions in place, but they'll be restricted as in where they can clone it from.
