fatal: remote error: Not licensed

Following the upgrade of Bitbucket to patch the log4j vulernability, we have begun having issues pushing to the repos.  Initially we were having issues authenticating through JIRA , but that was resolved by updating cacerts.  Now when users attempt to login to Bitbucket, they can do so, but in attempting to push changes to the repo, receive the message:

"fatal: remote error: Not licensed. You do not have permission to access Bitbucket. Please contact your administrator to resolve this issue."

We are currently only using 14 out of 25 licenses.
