just adding to @Ollie Guan response, as announced in our Blog post , Bitbucket cloud has changed our billing model. In this new model, any user that is a member of a workspace, regardless of their content access is counted towards the billable users.
If you need to reduce number of users within your workspace, please go to
Workspace Settings > User Directory > use action under Activity row to remove any users that no longer need to be part of a workspace.
For workspaces on Free plan, your number of workspace members should not exceed 5.
Alternatively, you may upgrade your plan to a paid plan to be able to collaborate with a larger number of teammates. For more information please refer to Manage your plan and billing | Bitbucket Cloud | Atlassian Support.
