Recently, I have this issue with the current bitbucket repository when pushing the code to the branch, for this case, do I need to upgrade to paid plan or If I still use the free plan, can I still merge the code because we didn't do many changes so I am not sure why we can not use the free plan

I can see that you have access to a team workspace that has 22 users, this is the workspace that has downgraded to Free as a result of payment issues.
