Why i cannot receive the email's notifications about secret scanning detected?

Bitbucket version: 8.9.10

Login integration: LDAP

Account Role: stash-admin

Problem:

I can receive the secret scan detected notification email on A repo, but it is not work on B repo. The secret scan detected result can query from audit log.

I also have review different of the A repo and B repo, but there are the same configuration.

Any suggestion for the troubleshooting?
