I am trying to create a new User Group with Read access to all of our repositories. When I create the group, the "Projects & Repositories" tab is empty.

The "Projects & Repositories" tab shows the projects and/or repos that a user group has access. If this is a new user group and you haven't assigned any permissions to it, then the tab will be empty.
Permissions can be assigned either via a project (from Project settings > Project permissions) or via a repository (from Repository settings > Repository permissions).
If you would like this user group to have read access to all repositories of a certain workspace, you will need to grant it read access to all the projects of this workspace.

Thanks for the information. So there is no quick way to give read access at the Workspace level? It has to be done at the individual level? This was a little unintuitive as the default group seems to always have access.

No, I'm afraid there is no way to grant read access at the workspace level. You can do it on the project level for all of the workspace's projects.
If the default group (or any other group) already has access to all (or some of the) projects, it will automatically gain access to any new repos created within these projects. However, it will not automatically gain access to any new projects you create and repos within the new projects, unless granted permissions to said projects or repos.
