What does mean access to the repository?

By access to repository it means the amount of users, which can have write access at the same time?

Hi Nikita, welcome to the Community :) 

It means any kind of access. The moment you add a user to one of your repositories, it will count towards the number of users in your account, regardless of if that user has write or read access.
