Have you had the chance to take a look on below article? 

Fix error "Your push failed because the account has exceeded its user limit" 


Depending on your plan (upgraded or free customer), it might be due you have indeed reached the limit of users and pushes are affected by that. So, you might wanna get an upgrade or remove users accordingly.

Otherwise, you can also have a failed payment method, which could also be checked on how to resolve on the article provided :)


I hope that helps somehow and you are able to get pushes back on track :D
