Could you please let us know why you think your server's IP is blocked in Bitbucket Cloud, and also some more details on the issue you are experiencing?
Do you have issues opening the Bitbucket website from that server, or issues with clone/pull/push operations, or something different?
If the issue is with a clone, pull or push operation, what is the output that you get when you try to perform that?

You need to connect to that IP you have whitelisted or raise a Atlassian Support ticket to get the resolution
