When you view commit list for a pull request, there might be commits on that branch directly or commits that were "pulled in" with sub-branch pull request.
Scenario:
master -> epic -> story -> task
Let's say that for an epic we open a branch, then several story branches, and yet again branches per task on a story (can happen). Then we pull-rq tasks to story branch and story branch to epic, finally epic to master.
On the pull-rq the commits that went directly onto story branch and commits coming in from task pull-rqs are both visible.
Can you "filter out" commits that have already been reviewed? So you actually review only "unseen" changes?
