From what I gather, there are two potential scenarios in your case.
Firstly, if you're managing your Bitbucket instance through Jira, users are already authenticated, thus you don't need to configure SAML SSO for Bitbucket.
Alternatively, in the event that you require users within Bitbucket to authenticate independently, you'll need to set up SAML SSO for Bitbucket separately.
