I would like someone to be able to review a repo, but limit their access so they cannot clone or download the repo. Is there a way to do this?

If a user can see a repository, you won't be able to prevent them from copying it, as they could even resource to just copy and paste the code from the screen. Ideally, a reviewer should be a person you can trust to see your code so you know they don't have malicious intentions.
