Pipeline does not start

hi everyone,

yestarday we run out the pipeline limit and today we upgraded package. but now, i can't edit and use the pipe line.

1. pipe is enabled:
   
2. after i clicked confg button:
   
3. and when i clicked the last successful pipeline edit button:
   
4. i can't do it enabled :
   

how can i solve this issue?
