Merge Button is Disabled

Hi,

I am using a free bitbucket workplace and I have two admins. One admin has the privilege to merge pull requests and the other one doesn't have. The merge button is greyed out and when hover over the button there's a msg saying that "Must pass merge checks before merging".

What could be the reason for this? I checked the repository and there's no merge checks configured.
