What is the absolute maximum total number of self-hosted runners that can be created?
The page https://support.atlassian.com/bitbucket-cloud/docs/runners/ says
Total number of runners: You can configure up to 100 runners per workspace and 100 runners per repository
But it is not clear if the number "100" is to intend relative or absoulte.
For example can I configure 200 repository with 1 runner each?

The documentation states that you can configure up to 100 runners per workspace, this means a maximum of 100 runners at a time spread across the repositories on your workspace.
If you were to say have 100 runners on a single repository within a workspace, you would hit the limit as that repository belongs to a workspace.
Hope this makes sense.
