Our staff was using 2-step verification to log in to Bitbucket. When I replaced staff's smartphone, Our staff failed to migrate the 2-step verification software and am no longer able to log in. Please let me know how to deal with this situation.
By the way, the application used for authentication is Google Autenticator. that staff failed to migrate Google Autenticato when I replaced my smartphone. Also, that staff does not store emergency recovery keys.

They will need to click the "Forgot code" link on the login screen when prompted for their 2FA verification code.
After 24 hours, this will send an email to their registered email address to allow them to temporarily disable their 2FA and re-configure it on their authentication app.
The 24-hour waiting period might be a long time to wait before being able to access your account. However, this waiting period is a security measure to prevent unauthorized individuals from exploiting this recovery method.
This security process has been implemented in the recovery process and cannot be overridden.
