Having the source code in a BitBucket repository is good, but I want to make a couple of design documents written in LibreOffice available to any future contributors to the project.

You should be able to add this file using the same process you use to add and push your code. Could you confirm if you are facing any problems adding this file to your repository?
Also, if this file is not a text document and it's a large file, I suggest you move this file to LFS, this way you'll get shorter clone and fetch times. You can follow the steps on the following documentation to use Git LFS in Bitbucket:
