I believe we haven't experienced any recent outages. The most recent one occurred on September 25th, so I doubt this is related to the same issue.
Could you please share the URL that was not loading? You can omit the workspace name, repo name, and commit hash so I can attempt to reproduce the issue, as I don't think we have any UI path for the src/commits/pullrequests path.
