As I understand, there is no possibility to join multiple domains within a single billing plan.
Is there a solution to split responsibility inside a organization? I need a some sort of administrator on the project level with a permissions to create and manage user groups.
Very simple and common use-case: 10 repositories of a single project must be accessed by a group of 30 team members. The only way to manage this configuration without being a workspace admin is to add every single users to every single repositories. It is not practical and very error prone.
Is there a better solution?

I'm afraid that there are no administrators on the project level in Bitbucket Cloud. User groups can only be created and managed by workspace admins.
The user group needs to be created by a workspace admin (members also need to be added to this user group by a workspace admin).
Afterwards, this user group can be added to a certain repo by anyone who has repository - admin permissions (even if they are not a workspace admin).
