Work management - Small development team

Hello All,

I have small development team of about 20 software developers and are into service industry. We have few products and our team develops new functionality, requirements and bug fixes.

They works as small team of 3 to 4 resources per group. I use Jira for their work allocation but have following challenges.

Since we don't work as Sprint, we plan our work for a quarter and each resources is limited to not work more than two task at a time. 

I need a solution to project to my management on the quarterly roadmap on how the teams and each resources are occupied and list of the task planned.

I also want to see, how much of work each of the resources are been allocated and how much time have they spent on the work. - Day-wise, week-wise and month-wise.
