Welcome to Atlassian community.

As per https://confluence.atlassian.com/bamboo/supported-platforms-289276764.html there is no specific version of Windows mentioned.

You can give a try on any specific Windows OS and see if it works. I've seen people install Bamboo 8 on Windows server 2019 and it has worked fine.

To add to above, although Bamboo does not have any limitations with respect to the Windows OS version, there are limitations on supported Java version, Git versions and Database types and version which are compatible with Bamboo.

Make sure the OS version you select is compatible with these software requirements.
