How to prioritize Elastic Bamboo image configurations ?

We have many jobs which have no requirements for a specific OS.

However, in morning time when Elastic Bamboo instances are starting up (due to build activity), Bamboo seems to consistently favor Windows image over Linux image.  This is costly.  And the Windows image takes considerably longer to start than the Linux image.

Question: If several Elastic Bamboo image configurations match the requirements of a given job, how does Bamboo determine which image to start?
