Bamboo not starts after stopping

The erros is bellow:

on the URL of bamboo, the messages is:

You cannot access Bamboo at present. Look at the table below to identify the reasons:

Welcome to Atlassian community.

The problem which you are seeing seems to be similar to https://jira.atlassian.com/browse/BAM-18596, please follow the workaround as mentioned in the bug report.
