Bamboo Trigger Delays

We have several users using the new Bamboo Trigger feature.  Most of them are complaining that the Scheduled Trigger's are not firing at the scheduled time(s).  The delays are anywhere from a 20 - 50min or greater.  This time delay is unacceptable for most users.

We are using Schedule by Time and Cron Expressions.  I don't think there is a quiet period in the repos because some of the plans that are delayed are not even using a repo. So, I think a quiet period is not the issue.

The Agents and the servers are on the same Time Zone. I don't understand the reason for these time delays. 

Can you please help me figure out a solution to this to minimize the delays as much as possible? 

Or at the very least explain why Bamboo may be causing these delays and give me a formula that estimates how long the delay may be?
