rule log has no record and restart has no effect.
system log is :
com.codebarrel.jira.plugin.automation.schedule.RuleInsightsUpdateScheduler.DAY.scheduler.
Job runner key 'com.codebarrel.jira.plugin.automation.schedule.RuleInsightsUpdateScheduler.DAY.scheduler' is not registered
