I am trying to contact the pi network support group but it was not accessible

You have ended up here because Pi Network is using an Atlassian product, but it looks like their JSM server instance is not working. I would suggest you use any of the other options to contact the team listed here, https://minepi.com/safety/

Rate limits are a common feature of APIs to prevent the service from being overwhelmed, but that doesn't mean the error message is accurate. At least in data center products, the log reference appears in the application logs with considerably more context. Your administrator can help.
