Access issue to the user administration panel

I am having an issue accessing the user administration panel in Atlassian. Even though I am the site administrator, the platform tells me that I do not have the necessary permissions to perform this action.

I would appreciate your help in resolving this issue as soon as possible, as I need to manage users on the platform. I remain attentive to any information or action I should take to fix it.
