We have a requirement as below.
1. We using Jira & Confluence Server Now.
2. Client needs to Migrate only a few Jira projects and Confluence spaces from Server to Cloud. Can we migrate like this?
3. Is it mandatory to purchase "Atlassian Access" to use Atlassian Cloud Jira and Cloud Confluence.

Yes, it is possible to migrate only a few Jira projects using the Jira Cloud Migration Assistant (assuming Jira Software - Jira Service Management will be available quite soon). Alternatively, you can do a full site import then delete the projects you don't want. This will bring across all the dashboards and agile boards too (and Jira Service Management projects).
The same applies to Confluence - use the Confluence Cloud Migration Assistant to migrate batches of projects, whatever is in scope.
Atlassian Access is not mandatory to use Atlassian Cloud. Your organisation may want to purchase Access if you want/require Single Sign On and/or priority support.

Also, make sure to consider any market place add-ons, 3rd party integration, and customizations that are associated to those Jira projects and Confluence spaces that you are migrating. This will help to set expectations with client and plan the path forward as you migrate those users projects and spaces.
