first and far most, you need to have premium license in order to use AI functionality. AI doesn't work on Standard license.

reply from Atlassian tech support:

• Once the trial is active then you can choose which users need to be granted with Agent License. And all users that already have licenses so once you upgrade to premium it will be activated for all those users.

in case if you are looking to create groups in Atlassian then click on Gear ico on top right hand side of the page and select user Management. there you will be able to create groups.
