when looking at the insights, you can see Two-step verification coverage. it shows you the amount of users that don't have 2 step verification enabled. how do you actually find out a list of which users don't have it enabled.

I understand that you would like to know whether it is possible to pull the list of users who have not enabled 2FA.
As of now, this is not something achievable with our existing features. This, however, has been suggested to our product teams as an improvement opportunity, currently tracked in the link below:
We encourage you to add yourself as a watcher to that suggestion, so that whenever a new update is sent by our teams you can receive a notification in your mailbox. Also, make sure to upvote the suggestion, as it helps our teams to understand the impact of this potential improvement and assess it accordingly.
