Do you have the appropriate license (lifecycle management) with Okta to enable provisioning?

In Okta, under the Atlassian application, under the Provisioning tab, do you have the Enable API integration checked off?
Do you have available Atlassian (Jira/Confluence) licenses for these new users that are trying to be created via JIT provisioning?
