SSO with Okta and JIT does not work

Can anyone point me to the solution for this. I have tried multiple times to SSO with OKTA and still i get the message as

Tried deleting and recreating APPS, Domain, Authentication policy etc. Users are provisioned and synced to Atlassian, Products are assigned

Do you have the appropriate license (lifecycle management) with Okta to enable provisioning?

In Okta, under the Atlassian application, under the Provisioning tab, do you have the Enable API integration checked off?

Do you have available Atlassian (Jira/Confluence) licenses for these new users that are trying to be created via JIT provisioning?
