I imagine this is possible using the API and some custom code in another app, but if you're looking for a native in-app solution, it's not possible. The best workaround I can suggest at this time is to create individual reports for your testers that show tests assigned to them, and then, send those links to your testers or add them to a Jira Dashboard where they can be clicked and run dynamically. Your testers won't be notified but the onus is on them to check their reports.
If you go to the Smartbear Zephyr Scale Community, you should find some posts from me on how to do this type of workaround using report URLs and dashboards, but if you can't find them, just add a post to the community and I'll add some advice with screenshots on how to do it.
