Hey Urmo!
You can view draw.io diagrams without editing them by embedding the diagrams directly into your Confluence document and using the viewer. Here's how you can do that:
To embed the diagram, open your Confluence page and click the "edit" button. Then insert a new macro by clicking the "+" icon and selecting "draw.io diagram" from the list of macros. You can either create a new diagram or select an existing one. Once you've selected it, the diagram will be embedded into your Confluence page. Simply publish your Confluence page and viewers of the page will see the diagram directly embedded within the document. They can click on the diagram to open it in the draw.io viewer, which allows for zooming and panning as well.

i.e. 10 or 100 users.

The license tier for any marketplace app must match the tier of the host product. For example, if your Jira Software or Confluence license is for 100 users, then draw.io must also be licensed at the 100-user level.
