Warning banners are not compliant with Section 508 accessibility guidelines

The text on the orange warning banners don't meet Section 508 compliance.

Section 508 of the Rehabilitation Act is a set of user interface rules to accommodate individuals with disabilities, and government offices are in the process of meeting this standard, so I have a feeling I'm not the only one affected by this.

The text color is being read by my tools as #F2BDA0 and the background is #DF5B12.
This does not meet a contract ratio of 4.5:1 as required by the 508 rules, and I don't think it's configurable by the end user. So most likely the text just needs to be lighter or with less transparency.

This isn't a really big deal so I'm not putting this in the same place as defects and problems, but it's something to consider changing to accommodate people with disabilities.
