I do wish people would explain their non-standard acronyms at times.
I have seen RSB used in a couple of places to mean "Right SideBar", so I'm assuming it's that.
To do that, you either need to come up with a new layout (which effectively means writing a new theme) or you need to find something that will do the job for you. I would highly recommend Adaptavist's Theme Builder here - you can install it and re-arrange the whole of Confluence. It's very powerful. Not the friendliest thing in the world to learn, but I don't think anything that powerful is ever going to be friendly. Well worth the time though, if you want to get into making heavy customisations to Confluence UI, it'll save you a lot of effort.
That said, the specific task of moving the buttons/tools to the right - think very carefully before you do it. The right hand side of the page is the last place humans look for important functions. There's a good reason Facebook and most other successful sites place the adverts on the right - they are less important to the users than the content and functions, and, on smaller screens (Which are becoming more common as people move to pads and mobile computing), content on the right is the last to be displayed and often has to be scrolled to. There are some fields in which it sort-of works (e.g. the legal profession in the UK, who they have an archaic and arcane approach to the written word which does mean a bar on the right sort of works), but as a general rule, it's a bad idea to move important stuff there.
