Is there some REST Url for determining user role (or group) of actal logged user in JIRA ?
I want to add some conditions to gadget on dashboard.

Unfortunately not. The closest I could find is :

http://docs.atlassian.com/jira/REST/latest/#id337277
but nonce of them match the exact requirement in your case.
