Resource reservation in early Request Stages without Stories

Dear all,

We have implemented the Full Safe Configuration in Jira (Portfolio, Capabilities, Features and Stories)

We are suffering with the following situation:

1. We have Product Requests from Customers. (Separate Issue Type)
2. First of all we give a T-Shirt Size Estimation on that Request.
3. If the customer are interested then all involved Teams are giving their estimation
   (Without creating Stories until the offer is not accepted by the customer)
4. After the customer accept the offer then we are going to create the stories.

At Point 4 we don't have any problems with Planning with Portfolio for Jira.

But we want to plan and "reserve" the capacities (for a short time) from the Teams at Point 3, which means the Teams have to estimate the request.

How we gonna use Portfolio for Jira for this situation?

The best way would be if we are able to plan unaccepted Requests in the future and reserve the capacities. If the customer not accept the offer, then we will cancel the issues and the capacity of the teams will be cleared.
