I am compiling my plugin using java 1.8 and running using jira version 10 it is not working, just need to ask that is it possible please confirm.
Nope, you need to update
Java 8 and Java 11 end of support Jira 10.0 has been compiled with JDK 17 with Java 16 language level. This means that from now on you won’t be able to run Jira in lower Java versions (8 and 11).
