Does Jira Service Desk Cloud license include technical support or I have to pay an additional fee for it?

Jira Service Desk has support with it, it's just dependent upon your license level. At the very least everyone, even free versions, or $10 starter licenses for Server at least have access to support here on our Community site.

All users of Cloud products are at least in the Select support category right now if not some higher level they have subscribed to.
