what is the syntax to do a quick filter on blocked issues on a board
You can add a quick filter based on JQL
status = blocked
If blocked in your case is a status, otherwise you have to share more details as to when for what kind of issues you use the word "blocked"
Or if you are using the Flag field, then "Flagged is not EMPTY"
