Hot to fix: just turn on rich text editor.

Thanks for the confirmation, and since you do not have the Add-on that we know has caused this previously, there is still a high likelihood that its being triggered by an add-on conflict.
Quickest method to verify if its an add-on and narrow down the source is to enable add-on safe mode to see if the error is persistent with all installed add-ons temporarily disabled. If the error stops then re-enable the apps one at a time till the error can be reproduced to verify the add-on causing the conflict.
An additional tip here is to set up a staged test environment so you do not disrupt end users with the disabled apps in safe mode.
If this is not the case also check out THIS GUIDS to rule out any browser side conflicts occuring.
But overall something is blocking the javascript from loading on a call to that resource.

Safe mode fixed my error.
And I found a cause - HelpDesk for Jira add-on.
Will contact with developer to fix it and write here the result.
