Is it possible to give access to limited users in verified domain?

FIS has more than 5000 employees and our group has around 150 people and we have subscribed cloud instance for 200 users only. In this scenario if we verify the domain then will it add all FIS users under this domain to our user list? 

Will Administrator still get control over user management?

Hi Pravin,

Thank you for getting in touch with Atlassian Community!
When you verify a domain, you basically just proves that you really own that domain, so after the verification, no new user will be created on the instance.

Will Administrator still get control over user management?

You can still see all users on Site administration > User, but for you to manage them, you will have to click on Security on Site administration or go to admin.atlassian.com.
