Create issue is not setting post functions

I have read the other posts of this not working and they do not help.

I am trying to create an issue and have the resolution change to something other than "unresolved" and assign to a specific person. The same transitions are working in the rest of the workflow but not at the time of create.

My access is set to "create issue" and Jira-Admin

I have tried the property "jira.issue.editable = true"

The Workflow is assigned to the issue and is published

I'm running out of ideas....
