Is it able to add a field to add in an issue a picture or a document (attach a file)?

If you are on JIRA Server, you may also want to check out if Attachments are enabled in the instance. To do so, as a JIRA administrator, go to Administration > System > Attachments. On that page, you will be able to see if the instance has enabled/disabled Attachments usage. For more detailed information, you may refer to Configuring file attachments.Kind regards,Irfan
there is no additional attachment custom field. Jira already allows for this of course. Depending on what your requirement is you might search the Marketplace if the current offering is insufficient.
I can not see that field by default. Maybe I have broken something. Is there any way to make it available again?

Look to you screen scheme and add the attachment field but it enable by default
can you send a screenshot of where you are looking for this? the way you do this will depend on a number of things, e.g. cloud, server, jira-labs enabled, etc.
