In Jira server none of the top menu bar buttons do anything from system dashboard,but work elsewhere

Even with full admin access, none of the top menu bar buttons in Jira Software (server v7.12.1) work (i.e. Dashboards, Projects, Issues, Boards). The create button loads a spinning loading wheel and gets stuck. However all of this only occurs from the main system dashboard but works correctly from other pages.

As you can see above, the drop-downs simply load a small blank box.

I am getting the above GC Allocation Failure, thats the only thing in the logs.
