When I deleted the old tag and create a new tag using old tag name, the pipeline is not triggered

My bitbucket-pipelines.yml looks like this:

tags:
STAGING:
- step: *build
- step:
- echo "pipeline triggered"

I tried if there are new commits before creating the tag then the pipeline will be triggered.

It works the other day, no idea why it did not work back then.
