Can we force a user to follow the confluence page while creating Jira ticket using a specific component?

Basically, we'd want the users should create the ticket based on the details mentioned in the SOP(Confluence Page) and fill all the details accordingly.

You can create an issue collector in a confluence page. Creating a custom form would allow you to specify your own wording or details per the SOP.
