you can take a look at the project's notification scheme, unless it's a custom email, sent by a script (could be a listener).
The mail is stuck at Mail queue even the it has been received by the reciver
What happens when you try to 'flush' the mail queue?
Also, is there a way to restart your Jira? (assuming it's not cloud)
even you restart Jira . It happen on next mail and next
