How to modify JSP with JIRA 7

Tomcat does not redeploy modified jsp in WEB-INF directory even I restart jira 7.

 

For exemple I modified (added a simple word before the end of the body tag) <Installation Directory>atlassian-jira/decorators/login.jsp the restart jira, but nothing happend.

 

I tried without success:

• remove <Installation Directory>/atlassian-jira/WEB-INF/classes/jsp/decorators/login.jsp to force redeploy
• restart several times tomcat
• "chown" all directories to "jira1" (catalina user)
• read a lot post, particularly https://community.atlassian.com/t5/Answers-Developer-Questions/How-to-add-or-modify-JSP-with-JIRA-7/qaq-p/501419
